Huntington Beach Municipal Code §10.40.060 prohibits storing or leaving a vehicle on a street or alley for more than 72 consecutive hours. That makes a non-running car parked curbside a different problem from one stored lawfully on private property.

Huntington Beach also has a separate abatement process for certain abandoned, wrecked, dismantled and inoperable vehicles. Chapter 8.48 includes exceptions, including a vehicle completely enclosed inside a building in a lawful manner and not visible from the street or other public or private property. If you receive a city notice, follow the instructions and timing stated in it rather than assuming the 72-hour street rule is the only deadline that matters.

Give the Buyer the Details That Change the Offer

Family Car Buyers says its evaluations consider year, make, model, mileage and condition. For a junk vehicle, useful details include whether the engine starts, the car rolls and steers, and major components are missing.

Keys are generally not required for junk or scrap vehicles, according to the company’s current FAQ, and a vehicle with missing components may still be considered. Those issues can still affect the offer and pickup plan, so disclose them early. If additional photos, the VIN or other details are requested, provide them before collection.

A Failed Smog Test Does Not Have One Universal Answer

A failed smog test may be one reason an owner decides a vehicle is no longer worth repairing, but California’s rules depend on the actual transfer.

California DMV says vehicles transferred for the purpose of being wrecked or dismantled are exempt from the smog inspection requirement. That does not mean every vehicle described as a “junk car” is automatically exempt. If the car failed smog, disclose that fact and confirm what type of transfer is being completed.

Missing Title? Check the California Record Before Pickup

If a California title is lost, stolen or damaged, DMV uses Form REG 227, the Application for Replacement or Transfer of Title, in qualifying situations. A lienholder can add requirements. DMV also warns that REG 227 does not solve every no-title situation; a registration marked “Nontransferable/No California Title Issued” generally requires a title from the state where the vehicle was last titled.

A missing paper title does not necessarily end the sale, but the ownership record should be checked before pickup so it does not become a handoff-day problem.

The California NRL Is the Seller’s Separate Step

California requires the seller to submit a Notice of Transfer and Release of Liability within five calendar days after the sale or transfer and delivery of possession. The NRL does not transfer ownership by itself.

Before the vehicle leaves, collect the information needed for the filing. DMV asks for the new owner’s name and address, license plate number, last five digits of the VIN, odometer reading and sale date. Save the NRL confirmation for your records.

Plan Pickup Around the Vehicle’s Actual Location

A vehicle that does not run can still be evaluated, but access matters. An open driveway is different from a low-clearance garage, a locked gate or a vehicle held by a repair shop, tow yard or storage facility.

If another business or property manager controls access, find out what it needs to release the car. Flat tires, missing wheels, blocked steering or other conditions that complicate loading should be mentioned beforehand.

Family Car Buyers states that pickup is free for vehicles it purchases. Confirm the actual pickup window rather than relying on older claims about same-day or 24-hour service.

Review the Offer Before You Hand Over the Car
