You can obtain replacement title online. Go to https://www.dmv.virginia.gov/vehicles/title . You will need driver’s license or SSN.
Otherwise, the required application form for a replacement (duplicate) title is at the link https://www.dmv.virginia.gov/webdoc/pdf/vsa67.pdf
You will need a copy of your ID (like driver’s license) and copy of current registration. If you are replacing a damaged title, submit the damaged title along with the application. You can mail it to address shown on the form, or take it to a DMV customer service center. Fee is $10.00 either way. Locations are at

NOTE: If the vehicle was financed you will need a statement from the lienholder (lender) stating that the lien was paid off. You can then get a “clear” title (See “5. Substitute Title Certificate” on the form). If the lien is not paid off, you can’t get the paper title.
