This can be handled by mail. The required application form for a replacement (duplicate) title is at the link http://www.dot.state.pa.us/Public/DVSPubsForms/BMV/BMV%20Forms/MV-38O.pdf . Complete Sections A, B and C. Your signature on the form must be NOTARIZED. If replacing a damaged title, attach it to the application. If your damaged title shows that liens have been signed off, submit your documents. If it it shows liens that are not signed off, obtain a release from the lienholder (lender) and include it also with the application.
If the title is lost and there were any liens (loans) shown on the face of the title, have the lienholder complete Section D on the form. Or, obtain a certified release of lien from the lender and attach it to the form.
Send the form and attached documents along with the $51 fee to the address shown on the form.

You cannot transfer ownership of your vehicle if you do not possess the Title Certificate. The most common reason you would not possess the Certificate is that there is a lienholder (lender) for the vehicle. In this case the lien holder maintains control of the title until the lien (loan) is paid off. This common situation does not require a replacement of the original title, but instead a transfer of the title to you.
REPLACEMENT. The title must be “replaced” if the original has been lost, damaged (rips, coffee stains, water damage), has cross outs or white outs, or has incorrect entries (such as seller’s printed name and signature not matching the official names on the front of the title) or signatures in the wrong place.
